Technical Events External Supplier & High Risk Policy
Metropolis Events
Technical Events is committed to providing a safe work environment and the highest safety standards for all events in the Metropolis Events space.
This policy governs both the activities of external suppliers in the Metropolis Events space as they relate to audio visual, theming and entertainment services, and how high-risk activities are managed for the benefit of Clients, guests and the venue.
High-Risk activities encompass the following;
· Rigging
· Use of Cold Spark Theatrical Effects (“Sparkulars”)
· Pyrotechnics
· Aerial Performers
· CO2 based Effects
In partnership with the Metropolis Events Team, Technical Events has responsibility for assessing and approving high-risk activities at Metropolis. Accurate technical information must be provided in advance for Technical Events to have the best opportunity to ensure the success and safety of your event.
External Suppliers
A Technical Events TOD (Technician on Duty) is required to be present for the entire duration of every event where an external AV provider is engaged by the client. This includes Set Up and Pack Down time. TOD labour is at client cost.
· External Suppliers are required to provide SWMS for approval no later than one week prior to the event.
· All external providers must provide a PLI CoC (Public Liability Certificate of Currency) with a minimum cover of $20,000,000.00.
· TOD rates are at $110.00 p/h + GST for ordinary hours. TOD rates for public holidays and the hours between 18:00 – 00:00 on Christmas Eve and New Years Eve are at 1.5x ordinary hours, $165.00 p/h + GST.
· TOD Shifts are a minimum 4hr call.
Rigging Policy
Technical Events own and operate all the rigging infrastructure at Metropolis Events. This includes rigging points, chain hoists, truss, lighting bars, and various custom rigging points installed in the event space.
· All truss movements must be conducted by a Technical Events Rigger
o Riggers are a 4hr minimum call for any rigging operation @ $125.00 p/h + GST.
o An advanced rigger is required to supervise any complex rigging operation @ $150.00 p/h + GST.
o Complex rigging operations include but are not necessarily limited to lifts involving four motors simultaneously.
o All rigging operations require a minimum of two crew members inclusive of a rigger.
· All top rigging for client installations must be carried out by Technical Events Riggers
· Decorative elements can only be hung from available rigging points, and must be connected
by a Technical Events Rigger
· The Technical Events Manlift is required for all rigging operations.
o Manlift Hire is at client cost; $200.00 + GST for a 24hr period.
· Technical Events will not dead-hang anything weighing more than 20kg from the manlift
o All items that weigh more than 20kg must be rigged from motorised truss.
· All rigging at Metropolis Events is subject to rigging plans with point load calculations being approved no less than one week in advance by Technical Events Senior Rigging staff. Variations to rigging plans less than one week prior to the event may incur additional charges.
Rigging & External Suppliers
· Technical Events Rigging Staff must approve all suspended décor elements prior to the event.
· For all décor items, including banners and scenic elements, Technical Events requires general construction details, item weight, a full materials list, appropriate attachment point and pictures of all suspended décor items and their attachment methods.
· A steel safety backup is required on all suspended items.
· Rigging hardware must be rated for overhead use and approved for use at Metropolis Events by Technical Events Riggers.
· On-site rigging staff may deny suspending any item that deviates from the information given, specified weight, or is constructed in an unsafe manner.
· Technical Events is committed to providing a safe working and event environment for our venue partners and guests. If it is determined that your hardware does not meet industry standards and requirements for safe work and overhead lifting, you will be asked to replace or repair any affected items, which may incur additional charges.
· All external suppliers must submit rigging plans showing point loads, and SWMS no later than two weeks prior to the event in order for rigging approval to be granted.
· All external suppliers conducting high risk activities must have a minimum of $20,000,00.00 public liability cover.
Cold Sparks (Colloquially referred to as “Sparkulars”)
· The use of the Theatrical Spark effect known as “Cold Sparks”, “Sparkulars” or “Flameless Sparkler Fountains” carries inherent risk and as such, requires stringent controls to mitigate the risks of using them.
· The are not in fact cold. They can damage persons, equipment and venue surfaces, and have caused multiple fires due to careless use and placement, some to catastrophic effect.
· The use of sparkulars in the Metropolis Event Space CAN ONLY BE CARRIED OUT by Technical Events, or External Suppliers who hold a Pyrotechnics Licence.
· Any person or organisation who conducts the use of Sparkulars must be specifically insured for the use of this theatrical effect.
· Any third party who attempts to use Sparkulars at Metropolis Events who is not in the employment of Technical Events or holds a Pyrotechnics Licence will be denied permission to conduct such effects.
· Clients are not permitted to bring their own sparklers, or flameless sparkler fountains for use in the venue, nor are third parties such as DJs or other contractors (unless they hold a Pyrotechnics Licence and satisfy the requirements for the safe use of such products at Metropolis Events)
· All parties who may be authorised to use sparkulars at Metropolis Events, must provide SWMS, a pyrotechnics plan showing exclusion zones and a materials safety data sheet for the spark powder (MSDS) and abide by them at all times.
· SWMS, Pyrotechnics plans & MSDS’ must be supplied no later than two weeks prior to the event for approval by Technical Events.
· Exclusion Zones are rigidly adhered to. Sparkulars cannot be used under any circumstances unless the following conditions are followed
o Sparkulars cannot be less than 2m from any Person (Guest or Staff Member)
o Sparkulars cannot be less than 2m from any venue surface or piece of AV equipment or Theming Installation
o Sparkulars will not be permitted under thematic installations such as floral features or Lighting Installations under any circumstances
Pyrotechnics
The provision of indoor pyrotechnics is a high-risk activity. As such, only preferred suppliers with a proven track record for safety are permitted to provide these services at Metropolis Events.

· All pyrotechnics must have a minimum of 2 meters of clearance from any part of the venue, including walls, curtains and furniture
· All pyrotechnics must have a minimum of 2 meters of clearance from the nearest guest or member of staff
· All pyrotechnics must have a minimum of 2 meters of clearance from any AV Infrastructure, including overhead infrastructure and theming elements flown from the truss grid.
· Placement of pyrotechnics must be approved by Technical Events based on the final floorplan supplied by the Metropolis Events Sales Team
· Confetti cannons may be used provided they are supplied by Technical Events or one of the approved pyrotechnics suppliers, and cleared with the Metropolis Sales Team. Additional cleaning charges apply for the use of confetti cannons.
· Pyrotechnics involving the use of naked flame are not permitted under any circumstances.
· SWMS, Pyrotechnics plans & MSDS’ must be supplied no later than two weeks prior to the event for approval by Technical Events.
· Technical Events may deny the use of pyrotechnics during the event if the placement of pyrotechnics varies from signed off plans, or safety protocols are not followed precisely.
· If an external supplier other than Technical Events is engaged to provide any pyrotechnics in the venue, for example Sparkular effects or related flameless indoor pyrotechnics, a dedicated Technical Events TOD is required to be present for the duration of the external suppliers being on-site. This dedicated TOD is in addition to any other Technical Events AV technicians that may be present for the event. Their role is to manage risk mitigation strategies and ensure compliance with operational guidelines. Please note the minimum call for a TOD is 4hrs.
Aerial Performances
· Aerial Performers must be approved by Technical Events Advanced Rigging Staff,
· Top-rigging and Bridging trusses for aerial performers must be supplied and rigged by Technical Events
· Aerial Performances must be supervised at all times by Technical Events Advanced Rigging staff
· Advanced Rigging Staff are charged out at a 4hr minimum call for any rigging operation @ $150.00 p/h + GST
· Aerial Performances require additional documentation, Additional Insurance for aerial performances over and above standard public liability insurance and signed waivers.
CO2 based effects
The use of CO2 based effects, such as dry ice or CO2 Based low fog machines is subject to approval from The Metropolis Events Management Team.
CO2 Cannons and hand held CO2 guns are not permitted under any circumstances.
If the Metropolis Events Management team grant approval for the use of CO2 based effects, only Technical Events can conduct such activities in the venue.
· SWMS & MSDS information must be provided prior to approval being granted for the use of such equipment.
· Appropriate cross ventilation must be arranged if Dry Ice is to be used in any capacity for an event.
